Preheat your oven to 350°F (175°C). Grease a 9x13 inch baking pan with cooking spray or butter.
In a large mixing bowl, whisk together the melted butter, sugar, and cocoa powder until well combined.
Add the vanilla extract and eggs, one at a time, whisking well after each addition.
In a separate bowl, sift together the flour, baking powder, and sea salt. Gradually add this mixture to the chocolate mixture, stirring until just combined.
Fold in the toffee bits, chocolate chips and caramel sauce.
Pour the brownie batter into the prepared pan, and smooth the top with a spatula.
Sprinkle the sea salt flakes on top of the batter.
Bake for 25-30 minutes, or until a toothpick inserted into the center of the brownies comes out clean.
Let the brownies cool in the pan for at least 10 minutes before slicing and serving.
